The Teacher's Bonus Card 2024/2025 initiative was launched late on Oct. 14, 2024, and immediately there were problems for both teachers and merchants.
Not only teachers, but also merchants are suffering from the disruptions related to the Teacher's Card. The activation system, now a headache for teachers, is also causing repercussions for merchants and service providers.
The Teacher's Card, which is supposed to facilitate access to educational materials and training activities, has turned into a mirage for those trying to use it, including merchants who must accept it. The endless virtual queues and the instability of the system also affect those who are supposed to receive payments. Indeed, many merchants face technical difficulties in handling transactions, and it is not uncommon for the system to crash just as users are trying to finalize a purchase.
The Ministry's recurring message, "Right now there are many users connected. To ensure the best service we ask you to wait a few moments," does not console either teachers or merchants. For the latter, the problem is also economic, since the inability to complete transactions means a direct loss of sales.
Making the situation even more complex is the accumulated delay, since, compared to previous years, the Charter is not yet fully operational. Usually, allocation and use were well underway by the beginning of the school year. The never-ending wait is unnerving not only for teachers, who find themselves stuck with a screen, but also for merchants who, in turn, are stuck with payments.
- Update Oct. 15: Access via SPID to the Teacher's Card portal has been restored, but Web Services continues to respond with a generic internal error. No response has yet been received from SOGEI regarding this.
- Update Oct. 17: SOGEI responds to a few merchants that they no longer accept TLS 1.1 protocol and invites them to change the VerificationVoucher.wsdl file. Unfortunately this does not resolve for two reasons, our module uses TSL 1.2 and the WSDL file included in the guidelines package(downloadable here) is dated 24/10/2016 and identical to the one currently in use by our module. The same documentation is dated 2017 and 2018 if they have changed anything from 2023, that change is not in it and has not been communicated!
- Update Oct 17: In the afternoon they updated the WSDL file in the zipper package of the guidelines, the new VerificationVoucher.wsdl file is dated 8/28/2024, has several issues and most importantly points to a local endpoint: http://localhost:9099/VerificaVoucherWEB/VerificaVoucher, that endpoint is only usable for internal testing and is not publicly accessible.

WARNING: The ministry's WSs are currently not accessible, Teacher's Card services are temporarily suspended pending SOGEI's resolution of the problem. Until the problem is resolved, it is not possible to activate new merchants or validate vouchers online through the service API.
MIUR Web Services responds with a 500 server-side error, we have already reported the issue to docenti@sogei.it and are waiting for a response. As a reminder, you can test POS functionality at any time by clicking in the links under"Merchant Activation" and/or"Merchant Debugging" in the form configuration.
If you receive the response:

This error indicates an internal problem with the SOAP service that cannot handle the request; the error does not depend on the module, nor on you, but is generated by the Ministry server. So the only possible activity is to solicit assistance by writing to docenti@sogei.it.
As soon as we have more information we will share it on this page, for the moment we have no indication of the need to regenerate the Authentication Certificate of the essercente, in any case the error message for failed authentication is not a generic error.
